These instructions are generally referred to as packing of P650 for Category B infectious substances assigned to UN 3373.

For surface transport, the secondary or outer packaging must be rigid.
If the outer packaging is soft, the secondary packaging must be rigid, or if the secondary packaging is soft, the outer packaging must be rigid.
The latter is the most commonly applied arrangement, because a rigid outer packaging is always required for air transport.
